Purpose of the Legacy Site Task Force
During a City Council Retreat in early 2016, Councilmembers concurred to establish a Task Force with the purpose to research, study and make recommendations for the future use of our valuable City asset, the Legacy Site. The timeline and commitment for this project is 18 months.
To assist the Task Force in making its recommendation, members have access to information, previous research, and recommendations by the 2001-2005 Citizens Advisory Committee, the 2015 Sports Complex Advisory Task Force, the Parks & Recreation Commission, and City staff.

What is the Legacy Site?
The Legacy Site is a 50-acre parcel of undeveloped land located on Maple Valley-Black Diamond Road/SR 169 across from Rock Creek Elementary School with Lake Wilderness frontage.
The property was purchased by the City of Maple Valley through a bond initiative in 2000. In 2015, the City refinanced the Legacy Site property with a lower interest rate, five-year tax-exempt bond which sets limitations for public/private use through 2020.
Such a large parcel of City-owned property located near the center of the City, it is not surprising that the Legacy Site has been subject to City Council discussions over the years to determine the best use of this asset. In 2001 a Citizen Advisory Committee was charged with researching and providing a vision for the property to Council. In response to interest by a private company seeking an opportunity to build a sports complex on the property in 2015, a Task Force was created to research and provide Council with a recommendation. The City’s Comprehensive Plan Update adopted by Council in 2015 allows commercial use of the property and the Parks, Recreation, Cultural, and Human Services Plan envisions utilizing a portion of the property as a community park.
Uses/Components Citizen Survey

University of Washington instructors and students are assisting the Legacy Site Task Force with suggested recommendations for uses, components and design of the Legacy Site property.

Urban Land Institute (ULI) Northwest
The Urban Land Institute Northwest is a district council of the Urban Land Institute (ULI), a non-profit education and research organization founded in 1936. ULI’s mission is to provide leadership in the responsible use of land and in creating and sustaining thriving communities. ULI Northwest serves the Pacific Northwest by facilitating the open exchange of ideas, information and experiences among local, national, and international industry leaders.
As part of their research, the Legacy Site Task Force utilized ULI’s Technical Assistance Panel (TAP) program designed to provide expert, multidisciplinary, and non-partisan advice on land use to public agencies and non-profit organizations in the Pacific Northwest. The recommendations of the Legacy Site TAP was presented to City Council at a joint Council/Legacy Site Task Force/ULI Northwest meeting on October 9, 2017.
