Sealed bids will be received by the City of Maple Valley, Washington, at the reception desk located at 22017 SE Wax Road, Suite 200, Maple Valley, Washington, until 1:30 p.m., Pacific time, October 16th, 2019. Sealed bids received after 1:30 p.m., October 16th, 2019 will not be considered. Bids will then be opened and publicly read at 1:35 p.m. on that same day at City Hall, 22017 SE Wax Road, Suite 200, Maple Valley, Washington, 98038 for:

Note: The Proposed Subcontractors list must be submitted with the bid package within the deadline listed above and will NOT be accepted after that deadline.
The Work to be performed within the time as specified in the Special Provisions consists of furnishing all materials, equipment, tools, labor, and other work or items incidental thereto for:
Installing a standby diesel generator with corresponding Automatic Transfer Switch (ATS) to provide a minimum 24-hours of back-power to City Hall. Installation of the generator includes service connections, concrete pad, conduit, transfer switches, electrical panels, and other work necessary to complete the Work as specified and shown in the Contract Documents.
The Engineer's estimate for the complete project is in the range of $100,000-$150,000. Please address any comments and questions in writing to the Project Administrator, Shaunna Lee-Rice, at the address above or at Shaunna.email@example.com.
Proposals received after the date and time stated above will not be considered All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier's check, or surety bond in an amount equal to five percent (5%) of the total amount of such bid proposal, including sales tax. Should the successful bidder fail to enter into such contract and furnish satisfactory payment and performance bonds within the time stated in the Contract Documents, the bid proposal deposit shall be forfeited to the City of Maple Valley. Refer to Instructions to Bidders for more information.
Plans, Contract Provisions, addenda, and plan holders list for this project will be available September 19, 2019 online free-of-charge through Builder's Exchange of Washington, Inc. at http://bxwa.com. Click on: "Posted Projects"; Public Works", "City of Maple Valley, WA." Bidders are encouraged to "Register as a s Bidder" in order to receive automatic email notification for future addenda and to be placed on the "Bidders List." Bidders that do not register will not be notified of addenda or other documents added. Contact Builders Exchange of Washington at (425) 258-1303 should you require further assistance.
Bidders are not to contact the City of Maple Valley or the Engineer to obtain bidding documents. Starting September 19, 2019, informational copies of Plans and Contract Provisions will be available on file for inspection at the King County Library located at 21844 SE 248th Street, Maple Valley, Washington. The library's hours are 10 a.m.-9 p.m. M-Th, 10 a.m.-6 p.m. F, 10 a.m.-5 p.m. Sat, 1 p.m.-5 p.m. Sun.
Small business and minority-owned businesses are encouraged to submit bids. No minimum level of participation for small businesses has been established for purpose of this solicitation.
This Invitation to Bid may be canceled at the discretion of the City. If the invitation is canceled, notice of cancellation will be sent to all parties who have registered on the Plan-holders list at Builders Exchange. The notice will briefly state the reason for cancellation.
The City of Maple Valley expressly reserves the right to reject any and all bids, to waive minor irregularities or informalities, and to further make award of the project to the lowest responsible Bidder as it best serves the interest of the City of Maple Valley. No proposal may be withdrawn after the time stated above, or before Award of Contract, unless said award is delayed for a period exceeding sixty (60) calendar days after opening of the proposals, or Bidder withdraws proposal due to error in accordance with Section 1-03.1 of the WSDOT Standard Specifications.

Upon the City’s discretion, proposals submitted after the due date and time may not be considered. Proposers accept all risks of late delivery of mailed proposals regardless of fault.
A pre-submittal conference and site tour will be held on September 16, 2019 at 11:00 a.m. at the Lake Wilderness Golf Course, located at 25400 Witte Road SE, Maple Valley, Washington. Attendance at this conference is strongly encouraged. Proposals received from Vendors not present at the conference will be evaluated accordingly.
Detailed Request for Proposal (RFP) information including general information, general terms and conditions, requested services, proposal requirements, and evaluation process is available from the City Clerk’s Office located at the above address or by calling (425) 413-8800. The RFP is also available on the City’s website at www.maplevalleywa.gov
The City has complete discretion in the evaluation of the proposals. The City reserves the right to reject any and all proposals and to evaluate proposals even when the information provided is not complete. This RFP does not obligate the City to pay any costs incurred by respondents in the preparation and submission of a proposal. Furthermore, the RFP does not obligate the City to accept or contract for any expressed or implied services.
The successful Vendor must comply with the City of Maple Valley equal opportunity requirements.
